Please pay attention to any white vans, we have had a
Few crimes where white vans have either been seen at
the crime scene or near by. I must stress
the need to report
Suspicious
activity involving white vans immediately
and with an
index number. Although we say white vans
Please also
report any vehicles acting suspiciously via 999.
A method that
I have adopted to realise if a vehicle is just lost
or up to no
good is to first see if they have a sat-nav. Any delivery
Driver now
has a sat-nav and will only be looking for a house at the end
Of his
journey. So please help us catch these villains!
I have been told Phone
Numbers beginning
with 070 are premium rate numbers. If anyone leaves an answer phone message on
your phone or drops a card off at your house/place of work asking you to call a
number starting with 070 be very careful, this is more than likely a ‘con’.
A suspicious
incident occurred in Southview Letchworth where white male dressed as a priest
approached someone and claimed to be looking for the local vicar. The offender,
who is further described as having a strong Irish accent, claimed to have
broken down and was given a sum of cash under the pretext that the money would
be returned. It appears that this chap was not a priest and to date has not
returned the money.
COMMUNITY police officers in the Letchworth, Baldock, Royston and Rural areas of North Hertfordshire are proactively targeting people who ride their mini motorbikes or mopeds in an anti social manner to reduce reports of nuisance behaviour. Between January and April this year there have been over 38 reports in North Herts of mini motos being ridden in an anti social manner, often without helmets causing a nuisance and danger to the public.
Now that the days are getting longer and summer holidays are not far off, the police are keen to remind the public of the law and safety regarding the use of these vehicles.
Motorised scooters, also known as
mini motos; buzz-boards and go-peds are actually sold as not being suitable for
use on the road. They do not conform to current DOT type approval standards
therefore cannot be registered with DVLA nor insured. As they are uninsured
they are liable to and will be seized by police if used on a public road or
public place.
These vehicles are fitted with mechanical engines and some models are capable
of speeds up to 40mph. As a result of the design and specification many parents
and young people are unaware of either the dangers or the road traffic offences
that may be committed.
In addition to this it is also an offence
under Sec 34 of the Road Traffic Act 1988 for these vehicles to be driven on
common land/moor land/land not part of a road without lawful authority and
insurance is required.
Recent legislation has come into force which allows the police to ensure that
riders comply with the law, any uninsured vehicle will be seized immediately by
police and the rider dealt with for no insurance, typically £200 on the spot
fine with 6 penalty points. Insured riders of DVLA registered mopeds may be
made subject of a warning notice valid for a year whereupon a further
anti-social incident will result in its seizure
Due to planned maintenance of our speed detection device we were unable to conduct any speed checks this month.

RURAL
OFFICER TACKLES ILLEGAL HARECOURSING
REPORTS of illegal Hare coursing in North Herts have reduced by nearly 95% in the past two years thanks to the work of rural officer PC Paul Marina.
Groups of coursers, some travelling up to 200 miles to Hertfordshire, were becoming an increasing problem until PC Marina put his experience as a roads policing officer to the test making it harder for illegal coursers to travel to the county.
He said, “In the past some land owners were intimidated by hare coursers. They would arrive in large groups, sometimes up to 50 men with dogs and 4x4 vehicles, to chase and kill hares illegally on private land. This was not only worrying for the land owners themselves but also for other members of the rural community.”
PC Marina used powers under section 59 of the Crime and Disorder Act as well as traffic powers to stop and examine any vehicles which were seen to have coursing dogs in them. All of the vehicles that were checked had faults including bald tyres, broken lights and suspension. Drivers were then issued with Fixed Penalty Notices or were summonsed to court in relation to those faults. If drivers were found to have no insurance their vehicles were removed.
Between March 2003 and April 2004 there were 80 hare coursing incidents reported to police in North Herts. This went down to 28 in the same period in 2004 – 2005 and since April this year there have been only six reports.
Paul added: “A lot of the time landowners were not willing to support police action as they were concerned about potential reprisals by the coursers. By using this legislation we were able to tackle the problem without directly involving any members of the public.
I am happy that the work
we have done means that any intimidation felt by our rural communities has
reduced drastically.”
